According to the ACT SAT conversion, a 31 on the act is the equivalent of a 2040 on the SAT. You have scored higher than that on one SAT test without superscoring it. Therefore, send in the SAT scores since they express a higher level of achievement.
But what about the low reading?
OP: FYI, some schools require that ALL SAT and/or ACT results be submitted (most probably do not), however, you need to check your specific universities’ policies.
