Are SAT/ ACT scores predictably, traditionally lower coming out of Hawaii, Alaska and the U.S. territories and will competitive colleges take this into consideration?

Past NMSQT cutoffs show AK and HI are NOT lower than many other states. http://www.collegeplanningsimplified.com/NationalMerit.html US Territories are, though. Competitive colleges may take this into account (among a host of other things).
