Confessions of violent crimes nationwide skyrocketed last year, but in some towns they remained steady or decreased

I thought the sentence was fine but the book says that the answer is E) but in some towns such confessions.

Can someone please explain to me why “but in some towns THEY” would not work? I mean, confessions is plural right? So I don’t quite understand why they would not work considering that you can refer to items that are plural as “They”.
