SAT Writing Question

<p>This is from Barron’s SAT practice test 3.</p>

<p>The Federal Fish and Wildlife Service/ is expected to rule this week on whether to protect beluga sturgeon under the Endangered Species Act./</p>

<p>I always thought a construction like this should include an or statement. As in /whether or not to protect beluga sturgeon./ Thoughts?</p>

<p>The book says the sentence is correct as is.</p>

<p>The relevant correlative conjunction here is whether…or… This form can, however, be deviated from if the second option is merely a negation of the first; in other words, or not can be (and for the sake of conciseness, usually should be) omitted.</p>
