Scholarships For Associate Degree Holders (Out of State)?

I’ve learned about one from an automatic tuition thread: Indiana Ball University: http://cms.bsu.edu/admissions/scholarshipsandfinancialaid/typesofaid/scholarships/ballstatescholarships/scholarshipsfortransferstudents/outofstate

To be eligible for this award, you must:

be a non-Indiana resident who has earned an associate of arts or associate of science degree with a minimum 3.0 grade point average (GPA) on a 4.0 scale from an accredited out-of-state community or junior college
have enrolled full time at Ball State for the first fall or spring semester immediately following completion of the associate degree
The award is a waiver of the out-of-state resident portion of tuition/general fees (this does not include room and board charges, technology fees, or the Health Center fee). It is renewable for three semesters if a 3.0 GPA is maintained.

So what are some other options for a waiver of Out of State full tuition?

A “waiver of the out of state portion of tuition” isn’t the same as the “full tuition scholarship” mentioned in the title.

In NYS, for instance, OOS cost of attendance is $30k/year at the SUNYs (roughly $18k/tuition & $12k room & board). A waiver of the OOS portion of tuition would be a $10k discount, but tuition would still be ~$8k/year. Total COA would be $22k, NOT the $12k it would be with a true FULL tuition scholarship.

Note - I edited the thread title to be more accurate
