Both ASU and UA have merit scholarships for in-state top students which are listed on their websites. ASU at least has a scholarship calculator where you can plug in GPA and test scores and get a merit scholarship estimate. The top scholarships (besides the NMF packages) are in the $10k range–almost full tuition.
