School near city that offer merit to international students

Hey everyone,
I’m a international student going to school in u.s whose about to apply to colleges. Both my gpa and sat scores are in the 99th percentile(which I know is no guarantee of anything in this competitive landscape). I want to study cs, at a school in a city. The parents are only willing to buy 30k a year, plus minus a couple grand , so I’m wondering what are schools that with merit aid that would satisfy these requirements?
Currently I have
Umaryland(not sure if the main scholarship is given to internationals)
Fordham
Pitt?
Washington and Lee(want to try for full ride)
BU
BC
USC
NYU
Tulane

These are the main ones I got from research and reading past threads. I know that all the merit are competitive but I just want to try for the privilege of studying here.

Merit aid is based on SAT/ACT scores and GPA what exactly are they?

BC only awards 15 full tuition merit scholarships. All other aid there is need based and not available to internationals.

You can add Northeastern to the list as they do award merit aid. .
