School sending me in circles in financial aid

I came back in June after completely a year of study abroad. While I was there, there was confusion over how tuition had to be paid. Before I left the study abroad adviser never set up a meeting to help me understand how tuition, housing, and fees would be paid, despite countless emails and phone calls I made to set one up.
So I get there and in the beginning of the semester I was told by a school official that I didn’t have to pay tuition. I made the mistake to not see my overseas adviser and ended up spending the money that was to go to tuition to traveling. (hey, someone said I didn’t have to pa tuition…lol).
So about 3 months before I was set to come home (second semester tuition went to a 3 week tour of Europe…) I was told that I owed a years worth of tuition to the overseas school. I contacted my home school and they basically put their hands up, pointed blame at other people (including me, and I accept my share of the blame), and basically said pay them with what you have…which was nothing…
Anywho, the situation now is I still owe the overseas school but I can’t get any money from my home school. The overseas school won’t release my transcript until they are paid and my home school won’t release any money until they get my transcript…my very own circle of hell.

So, if you’ve made it through this mega long post I would like to know if anyone has been through this or if anyone has any advice…thanks!

get a loan for what you owe, pay the overseas school, get transcript, get tuition $ for upcoming year from current school, chalk it up to experience

That’s what I’m trying to do…the only thing is though my loans go through my school and once it gets to the school I can’t access it until they get my transcript…
