Schools offering free tuition for certain income levels and cost of attendance

So I am working with a student in Texas. One of his schools is UTSA which has a program called Bold Promise where it says:
Incoming fall freshmen who qualify will have their tuition and mandatory fees covered 100% andatory fees covered 100% for eight fall/spring semesters. The semesters must be taken consecutively within a 4-year time period (approx. $44,000 value across four years) and eligibility must be maintained. Tuition and mandatory fees are covered by scholarships, grants and tuition exemptions from federal, state and institutional funds.

The Qualifications indicate Texas Resident, Income under $100k, top 25% of the class. My Student meets all these criteria but when I do their Net Price Calculator it indicates a cost of $19k per year?

This confuse me because if he meets the criteria for this program why would it be $19k a year (figure takes into acc set merit which he actually got more than and highest Pell Grant)?

Anyone have any insight on this?

2024-2025 Cost of Attendance - UTSA One Stop indicates that costs other than tuition and fees are about $19k ($11k for commuters living with parents). So perhaps the NPC estimated complete coverage of tuition and fees, but no additional financial aid or scholarships, leaving about $19k in costs.

The language suggests that, while tuition and mandatory fees are covered, room/board are not. This is probably what accounts for the $19K in costs.

I guess the key word here is “mandatory” which would be tuition but not room and board. R&B is about $14k and then there are other non mandatory variable costs listed in the COA. Now this difference makes sense.
