You need to distinguish clearly between need-based and merit-based aid.
The former depends on your family’s financial situation, so it’s impossible to tell whether you’d qualify without information about that.

Rice, USC, WUSTL, and Vanderbilt all offer merit aid. Look up the % of students who receive it in the CC link below. If it’s, say, 30%, then you would want your qualifications to be in the top 30% (or better) to have a good shot. The stronger your stats compared to the average student, the better your chances of merit aid.

Some state universities have guaranteed merit aid for NM commended / semi-finalists finalists. Look up the policies on your schools’ websites.

What is your home state? If it’s not TX you won’t get anything from UT.

Well I am in Texas

University of Pittsburgh offers honors scholarships (merit–not financial aid)with stats similar to yours. The scholarships are not guaranteed and they seem to be getting more competitive each year. The engineering college gives additional money above the honors scholarships. The application is easy and to be eligible for scholarships, you have to write one essay.

Have you taken a look at the Financial Aid Forum? There are several threads there on guaranteed merit-based aid.
