Should I apply ED or RD?

Yikes… your ACT is pretty low for Cornell.

Besides that, the things that should be going through your mind when deciding RD vs ED are:

  1. CAN you afford it? Does your family qualify for enough financial need to make it affordable (run a Net Price Calc to get a general idea). If not, can you pay 70k a year for four years?
  2. If you can afford it, is it your favorite school? Do you enjoy the campus, environment, social scene, etc.

If both of those are yes, you can apply ED. Some majors are more difficult to get into than others.

Honestly, your chances are Very slim. I wouldn’t count on getting into Cornell even if you apply ED. Be sure to have safeties
