Should I lose all hope for a graduate admission with my low GPA?

I’m currently a 4th year EE student in Iran. I converted my GPA to the 4.0 scale using wes.org. I got 3.31. According to McGill university’s conversion chart, I have 8 C’s and an F and also a W. I’m ranked 100th among my 190 peers in Iran’s best engineering school. I can get my GPA up to 3.46. (according to wes.org) I have some research experience. I may be able to have my name on a published paper next year. Also a few teacher assistantships.

Is there any way for me to get into a funded program despite my poor academic performance? Can I make up for it with an excellent GRE score?

Having an F is not a great selling point but if that was early in your college career and your grades have improved, that could be somewhat mitigated. It is certainly possible to get into a program but you will have to carefully choose where you apply to make sure that your academic record is in line with the typical admitted student. It is unlikely that you will be favorably seen by the most selective programs but there are a lot of other programs out there which could probably admit you.

As far as funding goes, if you are looking for a M.S. degree, then the likelihood of funding is less than for a Ph.D. program.
