I applied to USC during my senior year of high school and got rejected. I am currently a freshman Music Business student at Belmont University looking to transfer since my current situation isn’t working out. Should I mention that I got rejected once before?

I don’t think so, because it will probably get the adcoms to review why they originally rejected you.
Don’t mention it. At best, it probably won’t help with anything. At worst, as @“aunt bea” mentioned, they will review your original application and try to find out why they rejected you.
