Should I send mediocre Sat subjects ?

Hello,

I am a syrian International student(living in KSA currently); I am planning to apply to a few top US colleges, those are my SAT subjects scores :

M2 690
M1 670
Bio E 660

I will have to send them to colleges that require them(tufts,MIT,etc), but do you believe I should send them to colleges that recommend them or consider them(yale, upenn, harvard,dartmouth,etc)? and do you think that an SAT I score in the 1500s can make up for those scores for colleges that require them

*I will hand score them BTW,because I scored much higher on practice tests(especially M2)
