Should I take a ACT prep course or get personal tutoring?

Hello, I am a senior who is going to take ACT AGAIN in October since my score for both December and April test was 25. I came to America 4 years ago, so I have slow reading speed and bad comprehension skill. But, I worked really hard and got A in every classes I took, including AP classes. I only need to increase 4 more point in ACT test to apply for my dream school, but I am struggling with preparing for the test. I have Red book, Princeton Review book, and Barron book. I studied every book before the test, but I still scored 25. So, I want to have a personal tutor or online course. What course or personal tutors are best???

for extra question:
how can I boost my reading and science score? I scored 23 in reading and 21 in science.
How can self-motivate myself? Every time I try to study, I get discouraged by how bad my scores are for each prep tests.

Thank you for reading.

Part of the purpose of the testing (and the thresholds set up by the school) is to see if you are ready for the rigor of that school. If you are struggling to get to the minimum requirements of that school, it is probably time to investigate other alternatives.

Comparing grades in HS to tests is a moot point. Getting As typically shows hard work and/or a soft grading HS while testing shows academic acumen and/or an ability to test well. The schools need both to balance each other.

If you are truly just scoring lower because of a language issue/reading speed it is probably better for you to focus on simply improving that. Doing more ‘test prep’ in English will not help as much as simply practice at reading comprehension in English. The way you wrote ‘again’ suggests that you have taken the test multiple times already. 25 may be low by the standards of many on this site, it is actually a very good score and well above the national average. You should be proud of yourself, especially considering English is your 2nd language.
