Okay. I have taken ACT three times, and it has been 27, 29, 30.

32 English (I thought I did better)
34 Math (very happy but I was hoping for 36)
27 Reading (not so happy. I thought I did well…)
27 Science (really makes me mad. I thought I did really well. I didn’t run out of time or anything.)
10 Writing

I have free one month to just focus on ACT.

Do you think I should take once more?
And do I have to take writing again if I already got 10?

close call.
some schools require all scores to be submitted.
you could go down.
with a 30, you did pretty well - probably better than 95% of the people taking the test. there are many top school admits with an act 29-30, but admissions are just so hard these days at so many top schools it’s hard to say anything with certainty.
but it’s late already.
the writing score does not mean much at all - a lot of schools, even some top schools, Caltech, don’t even require the writing section
whether you get an 8 or a 12 probably does not make a significant difference. I don’t think any schools report writing scores.
your scores are good.
focus on doing whatever else you can application wise to help yourself.
I would stick with the 30.
But it’s up to you.
Just my opinion.

Okay.
This is my quick stat.
4.21 GPA, 3.9 UW
International, studied in US for four years throughout high school (came as a freshman)
10/87 in class rank (I had Bs my first year)

Great ECs, Essays, Recs I am pretty certain.

Applying to: Yale (take Feb), Georgetown (unsure about Feb), Chicago (take Feb), USC, William and Mary, Dartmouth, Brown, UCBerkeley, Columbia (unsure about Feb), JHU, Emory, and three safeties. Yep it is a big list : ) !

yale will be a real long shot
and they require all scores to be submitted.
submitting a feb score, although accepted, will really look like you are just taking it again and again and again. people reading these applications are human and when they see 4 takes, including one as late as feb it will raise eyebrows
may look like you were going to take as many as possible until the score went up.
the 30 puts you in range at many very good schools and gives you a shot, albeit a long shot, at some on your list.
my opinion, stick with the 30 and just try to enhance your application in any other way possible.
p.s. it looks like you are applying to schools across the entire united states just for the sake of name - not a good strategy. try to focus on a certain part of the country.
remember at top schools, even a 4.0 / 2400 (36) is not a lock; they reject many of those applicants and admit some with lower numbers. at those top schools, having hook, like strong legacy, athletics, etc. is way more important. Having decent numbers and a hook is way better than a 4.0 / 2400 (36) unhooked at the top schools - my opinion. hope it works out for you, but taking the test for a fourth time this late does not seem to be a great idea. again, my opinion
