I took the January and March SATs and April ACT. I would take the SAT one more time in October, and decided not to retake the ACT because ACT doesn’t superscore like SAT, and my composite is rounded-up from a 32.75 anyway. Hopefully just more experience and practice with SAT essays and CR will help my score, and I plan on using a different book if I do decide to take it one more time. Should I?

I would suggest you take the SAT again after improving your CR and essay. I don’t know about the ACT, but if you can increase you total score by another 100 in SAT, you will have a better change at applying to top-30 universities.

Work on the test that you will comfortable and that you will feel easy to improve.
Those are fantastic scores, but you have nothing to lose except 4 hours of your life and a bit of money by taking them again. I’d also consider taking the ACT’s again, too.
