Should I tell USC that I want to have a minor now?

I want to minor in astronomy. Should I tell USC before I receive the packet?
PS: I’m a Viterbi student. (Chemical Engineering)

<p>Please contact the counselor at Veterbi about you minor. She can let you know when you should declare it. For some reason, I think you declare your minor at the beginning of your Junior year.</p>
