Should we disclose my son needing accommodations of extra time on tests when applying to colleges? He was declassified but still needs extra time and separate room for testing.

No, don’t disclose, colleges cannot ask about testing conditions as that violates the American Disabilities Act. Not saying your son has a disability but the ADA means the colleges have no right to ask that.
