D took a smart phone to college. The cheapest smartphone plan is like $30/mo with 200MB of Data. What we did is:

Use the phone settings to disable the data off the cellular service, and signed her up for the AT&T pre-paid $10/mo for 1,000 text plan, with voice calls at 10 cents/minute.

So, what’s the good of a Smart Phone without a Data Plan?

Well, the school she goes to has free WIFI all over campus (and in the dorms). So, we connected her phone to the school’s WIFI (which is faster than cellular data anyway).

So, she has a cheap $10/mo (doesn’t talk much) cell phone plan, and all the smart phone features when she is on campus (which is 99% of the time). Off campus, she has to find a free wifi hot spot.

BTW: Did this with the wife’s smart phone too. She never needs the smart phone stuff when away from home. If she does, she finds the nearest McDonalds, Starbucks, etc. Me, I’m stuck with a dumb phone, and happy as a clam.
