So confused about the requirements

My friend got into UCLA with a 1500 when one of the representatives from UCLA said that the average is 2100. Then one of my other classmates got into Stanford with only an 1820. So I was wondering…what on earth is happening. Hahaha…I mean they were great students but never did anything that was out of the ordinary. Then I asked an interviewer (from admissions) from USC and he said something like because in if you are in the state of California colleges in California will not be as stringent as they would be to out of state students because of financial issues or something of that sort. So I was wondering…do colleges take into an account of the geographical situations that we are in? Was it because we’re from East L.A. ( a pretty darn ghetto area) that they would think that we don’t get the same education as everyone else ? @_@
