Does anyone know if someone can do an MSW or MPH while doing ROTC?

If you just want to participate in ROTC as a class/experience and you’re not talking about the scholarship, then the answer is “kind of.” Graduate students are certainly allowed in a general way to participate in ROTC, because the class is simply an undergraduate elective. You will probably need to commit to the military upfront, though, since the last two years of a full four-year ROTC program incur a commitment to serve. You’ll also have to make up the freshman and sophomore level ROTC classes, although I don’t know how that’s usually handled.

In practice, there may be other things that affect this - time, number one (MPH and MSW students are very busy and are usually required to do fieldwork or practica as part of their degree, which will limit you time for ROTC); space in the program, for two (space is sometimes limited and the school may give preference to undergrads); and money, for three (the program credits may cost money, although I think sometimes/often the military covers the fees for the program). You also may not be allowed to take classes outside of your school or unit, and if the ROTC classes are in another unit you may not be able to take them for credit.

Really, you should start talking to the leader of the battalion at any university to which you are applying for their MPH or MSW programs, and get information early on.
