<p>The problem is that your price limit requires either a full tuition/full ride scholarship, or admission to a college that meets full need (and these are need-aware, meaning you’d be at a disadvantage compared to students who can pay more). It’s up to you to ascertain whether they’d provide sufficient financial aid, either through merit scholarships or need-based, or both.
