Some questions about scholarships and grants

So I saw a pdf file by NYU and it says

FINANCIAL AID FOR
THE 2013-2014
FRESHMAN CLASS
$31,273
average award for
entering freshmen

$25,556
average scholarship
grant/award for
entering freshmen

What exactly are each of the two numbers mean ? Are these a one time grant or are they per year ? I want to apply to NYU but the tuition and living cost are too much for my family to afford without any assistance(beside loans).

NYU is known to be notoriously unreliable for financial aid. Their costs will run about $70k, which means families will have to cough up $~$40k+

I don’t know if I’d use the word unreliable. They are reliable in the sense that they will tell you the award number and will stick to it for all four years as long as your financials don’t change drastically. The average scholarship is the $25,556 number. The higher number ($31,273) includes work study and federal loans, I believe. That award will be for each year…but as aunt bea stated, you will still need to come up with roughly $40K a year on average.
