My daughter completed it yesterday and linked it, and it shows submitted on the SRAR but the deadline is 11/1. How long should it take to show up in her Rutgers portal?

Yes, according to SRAR it is linked and sent.
But what about the other way? From Rutgers → SRAR?
I recall from a few years ago that it needed to be linked both ways. If that’s already done, or the process has changed, then maybe best to call the admissions office and ask.
When we clicked through the Rutgers link it showed linked in the SRAR website. It worked! It showed done in the portal today.
