I do not know how you calculated your CSU GPA vs UC GPA, since they are both the same calculations using your grades from the a-g course requirements and up to 8 semesters of honors points for UC approved Honors/AP or IB classes.

Much will depend upon your intended major.
SSU/Chico are probably a Match
UC Merced could be a Match/High Match.

They are different because some of the classes are retaken online classes that only csus accept
UC Merced definitely a High Match.
Unless you are ELC, Merced is a stretch but, worth a try. You will almost definitely make SSU (not for nursing) and probably get into Chico.
The campus and surrounds are very different at all 3 schools. Tour all 3 personally and see what you think. All 3 will give a credible degree; especially if you plan to stay in CA.
I’d encourage you to apply to all 3. Depending what you plan to study, Sac and SJSU may also be viable options. There’s nothing wrong with applying to 5 schools… do more research as the year progresses and see which is most appealing in April.

I second applying to all three and adding one or two more like cpp or Humboldt. If you can’t afford the fees, check whether you’re eligible for a fee waiver.
Retake the act?
Sonoma has a very pretty campus and is more residential than most.
Uc Merced will offer more financial aid to cover room and board if you’re eligible.
Chico has a good honors program that you could try and apply to.
Thanks and the reputation for sjsu from what I heard is pretty bad. I was thinking of that as I want to be up north if I can
SJSU has a SUPERB reputation for CS and everything usable in the Silicon Valley where it’s a de facto “feeder”. Outside of that, you have to do the Humanities Honors program (you cover all 6 gen ed classes with only 4 small-group, seminar-style classes) and once you’re in your 3rd and 4th year you’re relatively okay. But outside of CS, I’d pick Sonoma or UC Merced or Chico over SJSU.
