On Columbia’s site, I noticed that they don’t simply pick the best ACT or SAT score but compare them all.
Same goes for UofChicago and other schools.
It also says that they require all test results.
How would they require that? Isn’t it self-reported?
Could they somehow find out I didn’t send my second score?

They do not compare all your test results; they say they only look at your top ACT score or SAT super-score. It’s not really self-reported; you have to ask CollegeBoard to send them the scores (at least in the case of the SAT). I don’t know whether they could tell if you didn’t send all, but I would advise against violating an explicit admissions requirement to send all scores.
