What an odd promo inserted in there. Somehow connected to the VA Chamber of Commerce?

That is not a state government issued or written report. A chamber of commerce is basically a lobbyist organization.

No, but done by what would assume to be a neutral unrelated party with some standards ODU–a major public university.In VA under contract from the VA COC. What’s your point really? .Is it unfactual? I don’t think LU was involved with the reporting or paid anything toward it.
Most consider it an amazing economic force and phenomenon.
