<p>I’m pretty sure your state rep is the person who actually reads your application. Each officer covers a certain geographic area where they give info sessions and from which they read apps.</p>

<p>i think tanman is right, which is why i recommend going to college fairs and introducing yourself to the person at the JHU table. there are good chances that they are your state reps, and if not, they could possibly be the person who is interviewing you should you request one. :)</p>
