State residency while applying to Cornell ED

I am a state resident of both California and Maryland. As a matter of fact, California is a much more competitive state then Maryland academically speaking. I know this won’t be such of a huge factor, but will I have a added benefit if I apply form MD and not from CA to Cornell?
Does this have to do anything related to state diversity?

So like its translation: Is it good to be a medium sized fish in a big pond (California) or a big sized fish in small pond (Maryland)

If you are in the U.S., you apply from the state in which you are currently living and/or the state where you are attending high school.

Actually, I am a US citizen studying in an IB school in India due to my father’s job.

So, can you please try to answer form my perspective?

Also, is it possible to apply to different colleges from different states?

I don’t see why listing one of these states vs. the other would make any difference.
Both of these states are well represented at Cornell.

It won’t matter. Neither state is under-represented.
