Cost constraints and state of residency?
I live in Michigan. Want to stay on the Eastern part of US. Anywhere east of Mississippi River.

You’re standards right now are not realistic if you want strong computer engineering programs with little to no partying. You are gonna have very few options. If you live in Michigan, you will only get need based aid from public Michigan schools. If you do want aid from a school outside of Michigan, then it would need to be private and thus, the sticker price would be over $35,000. You need to sacrifice something. You aren’t gonna find strong computer engineering programs with these limitations. The only thing I can think of that might fit this for you is Stony Brook.
I just did a search for you and these are the only colleges that have a sticker price for Michigan students that’s under $35,000 and have the computer engineering major and are east of the Mississippi.

OP, don’t worry about the sticker price. Run a Net Price Calculator and see where it leaves you price wise. There are some private schools out there that offer merit aid and need based aid that may very well bring a sticker price of $60,000 down to $20,000. You are clearly a very bright student. You deserve better.

You may be expecting too much. At the best eng’g schools, your stats wouldn’t warrant much/any merit aid.
What is your M+CR score?
FA will depend on several things: Does the school award much/any aid? Do you qualify for aid?
You need to be looking at where your stats fit into a school. For you to get merit at most schools, you’ll need to find schools where an ACT 30 is high.
Are you saying that your parents have SAID that they will pay $35k? or are you guessing??? You need to ASK them so that you’ll know.

In Massachusetts there are a number of strong computer engineering programs.
WPI has a strong program and is known for a hands on project based curriculum. Very strong in the robotics segment. You may qualify for merit.
UMass Amherst - state flagship - strong computer engineering, you may qualify for some merit, but hard to predict.
UMass Lowell - #2 state uni, but located in high tech district, so it has developed a strong computer engineering program. Good chance for in-state tuition.
Very, very few schools meet your parameters price and quality wise. What’s wrong with UMich or MSU? Do you not think you would get in to Umich? Or are you afraid of their party atmospheres? If it is the latter, you’re getting worked up about nothing. At schools that large, there will always be a niche for students like you. Plenty of non partiers go to my state flagship (does “Zoomass Slamherst” ring a bell?) and have a wonderful experience. For the price, instate Umich or MSU really can’t be beat by the vast majority of the other schools that fit your parameters.
