My college, Reed College, has study abroad with Oxford through a partnership with Sarah Lawrence. I think plenty of schools, especially private schools, can send students to Oxford.
Actually, a ton of schools, period, can send students to Oxford. Many through IFSA-Butler or Arcadia.
