My friend’s D received supplemental letter for special talent. She is a dancer with great gpa and test scores. Should the recommendation letter be from her Dance teacher or one of her academic teachers?

which ever you think will be most impressive. If her stats are very strong - in other words Cal was a match even without the talent, then go with the dance teacher. If you are not positive that stats are sufficient by themselves, then a strong academic recommendation is best. In other words, you have to think about your situation and then take your best shot whichever that is.
