I have a question. She was 16. How could this not be considered statutory rape, and given that it was statutory rape, how could the police leave the decision of whether or not to press charges to her?
It would depend upon the age of consent at that location at the time; it is 16 in many places. Prosecutors generally will not pursue cases unless the key witness is willing to pursue the matter and testify.
16 in Nevada is age of consent. So no statutory rape but could have pursued a forcible rape charge if she wanted

Police report doesn’t necessarily verify what happened. Its just what one person says happened. Pretty much every acquittal involved a police report saying they were guilty.
Not saying she is making anything up. More to the “verify” statement.
