Tax Question

A friend of mine told me that she plans to deduct the state income tax that she paid for deficiency payment from prior years. I thought that interest or penalties are not deductible, and for me , that make sense.

Anyone here knowledgeable about this!

I swear I’ve research this topic for many hours now, and can’t seem to find an article or anything that talks about being able to deduct such payment in schedule A.

I am pretty sure the penalties and interest would not be deductible, though I think the actual back taxes would be. I did a tax class last semester and seem to remember there being a section covering the fact that any sort of fines/penalties etc are not deductible. It has been a few months though.
