I was rejected from FAMU and they told me about the golden guarantee program but I couldn’t really find anything on it.

On average, it takes 2-years, assuming you do not have to do any remedial courses (developmental classes). You would typically need to take the PERT entrance exam (common placement test) and base on your results, placement in required Math/English courses. If your SAT/ACT scores are above certain threshold, you might be exempt from the entrance exam (ACT/SAT Math: 19-21/440; ACT/SAT English/Reading 17-18/440-540 - see link below). Taking developmental classes will increase the time to complete your AA degree.

Since you are an out of state student, there is no way for you to be exempt from taking the PERT Test, so it is crucial that you do well on the test to avoid developmental classes.
