Teacher does not give out B+'s?

My class is out of a total of 450 points, I have enough points for a B+, however, my teacher claims that she does not give out B+'s? Does that make any sense at all? If B+'s are accepted in my schools GPA then how can a teacher just arbitrarily decide that she does not want to give them out? I don’t understand how that can be allowed. Does anyone know the rules on this? Can a teacher actually just decide what grades she wants to give out? I mean, technically, if they can, a teacher can just refuse to give out an A. Very confused, doesnt make sense to me. Any help is appreciated. thanks.

A class grading system is based upon the course syllabus. So, whatever the syllabus states, that is your contract. Check to see if a B+ was/is on the document.
