Teacher's recommendation ("Final Report")??

<p>One of my brother’s teachers is claiming that she can’t send her “final report” in until he “decides which university (of the ones he’s applying to via Common App) he prefers”.</p>

<p>I find it strange that the Common App would ask kids to rank or designate their preferences, did any of you have to do this in your apps?</p>

<p>wait… the “final report” doesn’t get sent til the end of the year, to the college he ends up picking. And it is sent by the counselor, with his final end of year grades. It shouldn’t be sent now. I’m confused and the teacher seems confused. She just needs to send the recommendation form and her letter.</p>
