Looks like test-required for GPA 2.5 to 2.79, test optional for GPA 2.8 or higher. The web page specifies weighted GPA, but does not specify the weighting method.
2.8 is far below what NCSU says its middle 50% of frosh class had (4.24-4.5 weighted, 3.79-3.97 unweighted): Admissions Fast Facts | Undergraduate Admissions
I know. seems like a pointless update to their TO policy. Not sure they admit anybody in this GPA range ( including athletes).
https://report.isa.ncsu.edu/ir/cds/pdfs/CDS_2023-24.v2.pdf section C11 says that 0.24% of their frosh class had GPA between 2.50 and 2.99, and 0.02% had GPA between 2.00 and 2.49. Based on 5,556 new frosh also reported there, this is 13 and 1 student respectively.
True. But the CDS GPA might be unweighted while the TO policy is using weighted.
TO may be in play but the far majority of enrollees are submitting a test. We don’t know acceptance rates of testers vs. non testers - but last year 43% submitted and ACT and 29% an SAT.
I wouldn’t love my odds if I applied TO.
