Texas: Establishing Residency as F1 undergraduate from India

Hi ,
I am posting this question on behalf my brother in India.

My brother’s son got admissions to UT Arlington and Texas A&M for BS Computer Science as F1 international student from India.
No aid offered.

Both parents are in India and has no plans of moving here.

Is there a path for the dependent student on F1 Visa , to gain Texas Residency and qualify for instate tuition after spending one year as undergraduate student in Texas to lower the tuition fee ?

It’s almost impossible for a US citizen to get residency in another state to get in state tuition.

Thanks for confirming , Yes that’s what I thought as well, someone is telling them it is possible , so I am trying to gather the facts
