well, for international, you can apply to scholarships that do not require FAFSA.
Scholarships by your school, the government (both federal and state), and some private organizations require FAFSA.

So, find some private scholarships that do not involve FAFSA.

FYI, if you are a South Korean, (I know this through my friends) you can find hell of a lot of scholarships offered by entrepreneurs and academies in South Korea. Someone I know got a full ride – about $55,000/yr – for four years!

Thanks for the information and I am a South Korean btw. So could you give me some more details about it? ^^
