I'm attending Gannon University currently, its ranked as a tier 1 school, private as well, but it seems average to me. Will this help my chances of transferring to GWU or Georgetown as opposed to a tier 2,3,or 4? I have very good standings here to transfer, high school stats week ( i wouldn't have been able to get into either from high school GPA 3.5 etc.).Thanks

It should not hurt you. :P

But it really depends on the admissions office's philosophy.

However, I think that such a concern is out of your control now, so you not worry about it. :)

When people talk about Tier 1 schools, they are referring to the US N&WR ranking for National Universities:

Gannon is Tier 1 for Masters Universities in the Northern region:
