I’m wondering if he needs to do something different with schools he was already accepted to, other than just withdrawing the application.

There should be a way in the portal to decline the offer of admission.

But my daughter is now circling back to colleges that never replied to her request to withdraw and making sure all are processed.

This is thoughtful, but not necessary. Telling admissions once is enough, the onus is on them to process the withdrawal.
