Transfer Again: which GPA is more important: previous with lower level OR recent with upper level?

My Stat:
2015 fall - 2016 fall: international 4-year institution.
2016 spring: gapped
2017 fall - now: top 10 public school
I am looking for junior transferring again due to personal reasons.
My GPA in my first institution (international) was not good, about 3.4 [but with high ranking in my college], and my GPA in my current institution is 3.96.
However, the lower level courses which admission office requires were mainly taken at my first school, while in my current school, I mainly took some upper level courses, that were not required by AO.
Any ideas whether AO would focus on required courses grades from my first school abroad or upper level courses (not required for transferring) from the most recent domestic school?
