Transfer Chances to These Selective Schools

As someone with an EFC of 0, my choices are pretty limited to very selective schools that, if admitted, will offer me generous aid. Schools that I am looking at are Vanderbilt, UPenn, Grinnell, Rice, and Northwestern. To be honest, I have been rejected at Vanderbilt and waitlisted at Grinnell, UPenn, and WashU as a freshman applicant so I don’t know how that would affect my chance. Anyways here is my academic background.

College Info:
GPA: 4.0
Extra Curriculum: pretty good
I also volunteer and work

Reasons for transferring: School doesn’t have the major that I like and is 20 minutes away from my house

High School:
GPA: 3.8
ACT: 26 (my greatest weakness; took it 3 times w/ the same score)
Extra Curriculum: pretty good, was a member of several clubs (captain of a sport and president of one club I helped founded), volunteered a lot
Took about 6 AP and IB classes.

Hooks (maybe):
Has accumulated more than 700 hrs of volunteer service since high school
Valedictorian of my high school

Do you guys think it is worth taking the ACT again if I can realistically improve it by only one or two points?
