Transfer from One State to Another - How to Determine In State & Out of State Fee

My Daughter is Junior and will be going to College Next year in Fall (2018), Due to Job transfer , I need to move from WA to NC state somewhere around Summer next year (almost the same time of her starting college). Which College will consider her as In State ,as she is as an dependent on me.

Any help will be appreciated - accordingly ,we should choose the college as there is Huge difference in In - State Or Out-of State College Fee.
