<p>There is something called admission by exception. If you feel that the nature of your “situation” is such that you don’t meet the transfer requirements, then it might be possible to have those requirements waived as:</p>
<p>If, however, you feel that your situation is such that you feel you won’t present a very strong application then there is no special process. You just apply and receive your answer. There are places on the application for explaining some situations, if you feel they warrant explanation. It’s also possible to appeal a decision.</p>
<p>You do have a chance, though, of course. You just face stiffer competition as an OOS student.</p>
