Transfer from out of state

I am currently a sophomore in University of Washington.
I used to be an international student.
However, my family bought a house in bay area and immigrate to US last year.
I have become a permanent residence since March, but I am still not considered
as a California residence.
I am still eager to transfer to Cal since it only takes me twenty minutes to drive
there (I took summer session in Berkeley this year).

I have a cumulative GPA around 3.86 and I also volunteer frequently.

Will it be possible for me to transfer to UCB?

major please? And I say yes.

I think it will be economic.
I have completed all the pres expect STAT.
I was supposed to take STAT 20 this summer, but unfortunately, I took STAT 2
instead and got a A- for it.

In other word, I could become a California Residence by the end of next March. will this give me any advantages?
