Transfer Policy Question

Priority deadline for Fall 2013 is March 1, I plan to apply in January when I will have 58 credits completed and a cumulative GPA of 2.628. Projected 2.753 upon graduation at 72 credits. I am a Maryland resident, MC student.

So my first question is, what is the likelihood that there will be an available slot? I am assuming getting my application in before the priority deadline will help in this regard (or am I wrong?).

In the likely event that more people apply to Maryland than they have slots for, what chances do I have of being admitted to the university (Letters and Sciences)? They take over 1500 transfers from Montgomery College every year, I have to believe I’m not the weakest candidate given that sample size.

What criteria are admissions using in that case? What does it mean to provide fair and equal treatment for native/transfer students?

The way I interpret this is UMD goes strictly by the numbers, no holistic view or mitigating circumstances allowed (I have a pretty compelling reason for the low GPA otherwise).
