No, though your HS record would indicate that part would be strong enough if they consider HS record for transfers. Google the Common Data Set for the school and look at section D.
If you transfer after 1 year your HS record is typically considered. But it is certainly no guarantee of getting in as a transfer as often spaces are very limited.
